Well . . . it finally happened. I had a rather heated argument with my neighbor upstairs last night. Usually I don't say anything to her or the landlords about her noise because, even though I think most of it is just because she is inconsiderate, I understand that she can't be quiet all the time. Expecially when even their footsteps up there can sound like elephants sometimes. I know it's tough. But yesterday, she and her daughter had roused my girls up from their nap in the afternoon (they only got 15 minutes when they usually take about and hour and a half!) And then once the babies went to bed (I put them to bed early because they were just plain exhausted) they woke them up 4 times in the space of an hour! Then at around 8:45 she decided to blast some music and dance!
So, I called her and asked if she could turn the music down (it was so loud I couldn't hear my own tv over it! And I'm certain that the neighborhood could hear it down the hill from us) and I explained that about her waking the babies up a bunch of times already. She actually told me that she had until 10:00 because the landlords had told us that long before the babies arrived. She actually wanted me to keep my girls up until 10:00 so she could be rude and obnoxious til then!
She did turn her music down after I got upset with her, but the rest of the evening until about 10:15, she let her daughter run through their bathroom and drop things right above where the babies sleep. They were disturbed several more times before finally being able to get some rest.
I was so upset with her. I actually complained to my landlords about her (which I never do). Hopefully with a new day, she is more sober and can appreciate the problems she causes. I doubt it, but I can still hope.

It's annoying as all can be, but you probably don't have any legal recourse here. Usually noise laws take effect at 10:00 pm, but you can call police after that. That doesn't help much though, does it? For this reason, I've always lived "upstairs". Its troublesome, but the only answer may be a move. :(
Hope things change, but she probably doesn't care.
